Commenting on the passport item: Hotels are in most countries obliged by law to keep a live record of the identities of their guests. At nay case, they have commercial reasons to be able to identify their clients. Reversely, for personal integrity reasons, businesses incl. hotels are in most countries prohibited by law to keep historical records of the same integrity sensitive nature.

In other words, the hotels need to delete/shred some reasonable time after guest departure. The fench authorities recommend that copies are taken of guest passports. Some scan them, others take paper copies.

It is mandatory for hotels in France to keep a copy of your passport in their file during your stay. They destroy it after some time.

As for pre-payment it is also quite common.
